Are Pool tournament Calcuttas (Auction) Legal in New York?

For those who dont know a calcutta is an auction where every player in a tournament is sold and all the money goes in to a pool. The pool money is then divided between the people who bought the winners of the tournament. All the money is paid out and the house does not take a cut. Does anyone know for sure if this is a legal activity?
